A National Hub Diagnosis: DigitA’s Approach to Assessing Innovation Infrastructure and Prioritizing Interventions

Prior to the assessment, stakeholders lacked a clear, data-backed view of:
Hub maturity and operational capacity
Financial sustainability and funding structures
Geographic distribution and regional disparities
Sectoral specialization and innovation patterns
Startup support effectiveness and ecosystem impact

DigitA designed the assessment framework and survey instruments, built the data collection infrastructure, trained and deployed field teams across Nigeria, and coordinated stakeholder engagement nationwide. The team conducted primary data analysis and ecosystem diagnostics before producing the final strategic intelligence report.

The assessment examined institutional structure and governance models, operational scale and maturity levels, sector focus and ecosystem specialization, business models and sustainability strategies, funding structures and financial health, startup support services and performance metrics, partnerships and ecosystem connectivity, and structural constraints affecting hub performance.

What the Data Revealed

1. Small-scale institutional capacity dominates. Most hubs operate with small teams and limited revenue, reflecting early-stage institutional maturity across the ecosystem.

2. Financial fragility is systemic. The majority depend on external funding, with only a handful financially stable. Sustainable revenue models remain underdeveloped.

3. Infrastructure deficits remain critical. Power supply, connectivity, and operational infrastructure continue to constrain hub performance and programme delivery.

4. Talent pipeline gaps persist. Workforce challenges highlight structural gaps in attracting and retaining skilled personnel.

5. Ecosystem coordination remains weak. Limited collaboration restricts knowledge exchange, resource sharing, and collective ecosystem growth.

The assessment delivered the most comprehensive nationwide diagnostic of Nigeria's innovation hub landscape. Beyond data collection, it created a new foundation for ecosystem development.

Ecosystem-level outcomes

1. Established Nigeria's first national innovation hub baseline. Created a structured, evidence-backed reference point for the entire ecosystem,  previously nonexistent.

2. Informed ISN's strategic resource allocation. Findings shaped ISN's hub support priorities, geographic targeting, and capacity-building investments for the next programme cycle.

3. Identified priority constraints for intervention. Funding sustainability, infrastructure access, talent development, and ecosystem coordination emerged as the four core system bottlenecks requiring coordinated response.

4. Enabled evidence-based ecosystem conversations. The report became the reference document for stakeholders across government, development partners, investors, and hub operators.

5. System-Level Contribution Beyond Hubs. The assessment demonstrated that innovation hubs drive entrepreneurship and startup formation, contribute to job creation and workforce development, enable digital skills and innovation capacity and support youth, women, and underserved communities
